We support the demands of the inmate workers in Butzbach: Freedom of Union, Minimum Wage, Pension and the end of forced labor.

Prisons in Germany are special economic zones: hourly wages of less than 2 Euros, no social security and no trade union, state subsidies and a special flexible applicable work
force, not to mention that the forced work is applicable for the prisoners in Hessen as well as other eleven federal states in Germany. Prisoners of Butzbach prison (Hessia) are now defending themselves against those work conditions and threaten – since they do not have the right to go on strike – to start a hunger strike as of 01.12.2015.

This is exploitation of the prisoners on the one hand, and it is profitable on the other: in Butzbach prison the state produces, for example, trampoline Mats for kids and high-quality office furniture. However, it is not only the state that is allowed to produce high-quality for trade and for its own needs. Regional companies as well, the automotive and electronic industries in particular, do not miss this opportunity of wage and social dumping. The Butzbach prison bluntly expresses its self-representation: “The prisons provide available (…) accommodation and a prisoner labor force.” The Butzbach prison also advertises the quality of its production: They offer “the implementation of industry standard and mechanical metal work in a solid commercialexecution.” However, a commercially available metal processing
should also include wages and social benefits! But moreover, here not even the minimum standards of the minimum wage of 8,50 Euro an hour are provided. Instead of allowing pension rights and thus a prospect after imprisonment for working inmates, the Justice Ministry of Hessen maintains a flexible reserve army in addition to the wage workers in fixed and temporary work outside prisons.

The forced labor for the prisoners must be abolished and replaced by decent and humane working conditions – as well as behind the bars, where the state claims to perform a Re-socializing/rehabilitation task. In these conditions, “rehabilitation” – wages just above zero and no possibility for pension rights – would mean, above all, debt and poverty at old age.

Paragraph 3 of the Article 9 of the German Constitution and Paragraph 1 of the Article 11 of the European Charta of Human Rights guarantee the right to unionize for everyone. Currently in prisons, the only measure of work struggle that remains is hunger strike, in order to be temporarily “liberated” of forced labor. Union initiatives are punished by sanction measures such as 23-hour daily confinement (isolation), further relocations (preventing social contacts) and repeating cell raids (harassment, intimidation). Union materials are censored and banned from access. This penal practices are not only against the constitution and human rights, but are also politically illegitimate.

Therefore, we support the struggle of the imprisoned workers of the JVA Butzbach for undivided minimum social standards and demand:

Freedom to unionize for inmate workers, recognition of labor
and trade union rights of workers in prison
Recognition of the prisoners‘ trade union / National Organization
(GG / BO) as a trade union
Placement of sanctions on trade union activities and union
members – within and outside prisons
Minimum wage for workers in prison and ALG II rate for
unemployed prisoners
Equal inclusion in the social security system, the pension
system in particular
End of the forced labor in prisons
